Publius- the name under which the Federalist papers were published.
Alexander Hamilton, John Jay, and James Madison were the authors.
(Used the name Publius to protect themselves)
Federalist papers were written to urge the ratification of the
Constitution.
Thomas Jefferson was against the Constitution.

Thomas Jefferson was an anti-Federalist.

(Marbury doesn't get paid... Jefferson takes office, instructs his
secretary (James Madison) not to pay Marbury.
Marbury using the writ of mandamus
McCulloch v. Maryland
Hamilton as Sec. of Treasury helped push forward a federally
charted bank.
State of Maryland Taxed any bank that was not of the state
of Maryland.
McCulloch refused to pay tax.
Marshall decided that the state cannot have the power to tax a
Federal bank.
Reasons for the decision:
1)The power to tax is the power to destroy.
Federal law should be supreme when it has conflicts with state law.
2)Even if the constitution does not give power to create a bank,
it does delegate the power to coin money and to borrow money.
