Americans with Disabilities Act (ADA) and California State Law
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990, the Fair Employment & Housing Act (FEHA), Government Code Section 11135, and other applicable codes, the Los Angeles Community College District and Los Angeles Harbor College do not discriminate against individuals on the basis of disability in its services, programs, or activities.
In order to ensure that people with disabilities have an equal opportunity to participate in all of its programs, services, and activities, Los Angeles Harbor College will make reasonable modifications to policies and practices, as well as provide appropriate aids and services leading to effective communication, including sign language interpreters, documents in Braille and other alternate formats to ensure information is accessible to people who have speech, hearing, vision, or cognitive impairments.
Anyone who requires auxiliary aides and services for effective communication, or a modification of policies or procedures, should communicate with the responsible department or event contact as soon as possible, but no later than three days before the scheduled event. No surcharge will be placed to cover the cost of providing auxiliary aids or making reasonable modifications to create access.
In terms of employment, Los Angeles Harbor College does not discriminate on the basis of disability in its hiring or employment practices and will comply with the Fair Employment and Housing Act, as well as the ADA Title I including the regulations promulgated by the U.S. Equal Employment Opportunity Commission (EEOC) and the requirement to provide reasonable accommodation.
ADA COMPLIANCE – LOS ANGELES COMMUNITY COLLEGE DISTRICT
The Office of Diversity Programs at LACCD has been designated to coordinate the College’s compliance with the ADA and with sections 504 and 508 of the Rehabilitation Act of 1973. Neither the ADA, nor state law, requires Los Angeles Harbor College to take action that would fundamentally alter the nature of its programs, activities or services or impose an undue financial or administrative burden. The Office of Diversity Programs has been designated to coordinate the College’s overall compliance with the ADA. The Office maintains the College’s Self-Evaluation Plan, develops strategies for compliance, coordinates the College’s accommodation processes and monitors implementation efforts. The Office of Diversity Programs also handles inquiries about compliance and investigates complaints relating to accommodations and service requests.

DISABLED STUDENT SERVICES/ACADEMIC ACCOMMODATIONS
The College’s Disabled Student Programs and Services is designed to provide equal access for students with disabilities to enable students to fully participate in and benefit from all college programs, services, and activities. EMPLOYMENT RELATED MATTERS
Associate Vice President of Administrative Services, Nestor Tan, has been designated to coordinate compliance in the employment area. He will ensure that all personnel processes, including administrative services, comply with ADA requirements; that all applicants for employment receive notice of the accommodation process. Disabled employees wanting accommodations shall request them through their departments. The Human Resources Office will coordinate with the ADA Coordinator, Gene Little, Director, Office of Diversity Programs Director, to ensure that all supervisors and managers attend training on the provisions of the ADA. The Director of College Facilities, Bill Englert, has been designated to coordinate compliance with ADA physical access requirements. His office maintains the College’s Transition Plan and has stewardship of campus data on the physical accessibility of building interiors and paths of travel. His office handles inquiries and provides access solutions to existing rooms, meeting or event places and sports arenas, facilities and paths of travel, handles requests for accommodations and complaints about access. WEB SITE ACCESSIBILITY
Ivan Clarke, Manager of College Information Systems, is responsible for organizing and supporting implementation of Sections 504 and Section 508 of the Rehabilitation Act of 1998 and has been appointed as the primary contact for information concerning Web accessibility issues and solutions. As the ADA/Section 508 liaison, he will guide college departments or offices on how to achieve the requirements of Web accessibility and will coordinate compliance with accessibility requests.
