          Eberhardt Rechtin, will speak and answer questions on U.S.
          foreign policy toward Vietnam and Yugoslavia

          Before his appointment to that position by Presidents
          Johnson and Nixon, Dr. Rechtin guided the development of the
          Deep Space Network to guide NASA's spacecraft and served as
          the director of the agency that developed ARPAnet,
          predecessor to the Internet.

          After his Washington D.C. appointment Dr. Rechtin worked
          with Hewlett-Packard and became president and CEO of the
          Aerospace Corporation, and then served as professor of
          electrical engineering at USC from which he retired in 1995.
