1.     Welcome:

2.     Planning and scheduling re: future evacuation drills—all buildings:

The next all-campus exit/evacuation drill will be Wednesday, April 13, 2005

At 11:20 AM and 7:00 PM.   Announcement will be made at Division Chairs, Faculty Senate and CPC meetings during the month of March, along with an email posting.

 

3.     Re-write of disaster plan:

A subcommittee was formed to re-write the existing evacuation/disaster plan college-wide.   The members are Dr. Davis <chair>, Sergeant Hartman, Deputy Wilkie, Professors Griffith and Sanchez, Mike Pursey and Robert Zamora.   The subcommittee is scheduled to meet on Wednesdays at 1:00 PM, exact dates and location will be published by Dr. Davis.   The re-write draft will be submitted to the WEC at the April 14th meeting.

 

4.     SEMS model vs. existing model as LAHC:

All WEC members and administrators will receive training in State Emergency Management System during the Spring semester.

5.     Parking committee report:

·        The Sheriff’s dept. requested two additional parking stalls; one for the supervising sergeant and rover deputy that visit the campus daily.   Whenever the existing stalls are full, they must park on the sidewalk near the substation that in-turn forces the facilities carts to drive over the lawn or off the curb.  

·        The Sheriff’s dept. requested the red painted west curb from the Nurse’s building to “L” street be re-painted in red, with “NO STOPPING” in white every twenty feet.   This would allow the deputy’s to enforce the red zone areas effectively.   It was further recommended that the same painting scheme be applied to the south curb adjacent to the bungalows to the Nurse’s building.

·        The committee discussed at length the issue of the Administrative parking lot “A” and the gate that allows vehicle traffic next to the “A” lot that terminates to the rear of the cafeteria.   All committee members recognized the extreme safety issue for children and adults that use the driveway as a primary walkway for pedestrians who attend the Saturday and Sunday events on campus.   The secondary concern was campus security next to the administration building.   It was noted that athletics allows someone to control the “N” parking lot gate and access east of the PE building.   It should be very clear that the “N” parking lot has several Disabled Persons parking stalls in the lot, and that only vehicles with properly displayed hanging placards issued by the California Department of Motor Vehicles can park in the stalls 24/7.   Otherwise, the campus is in violation of state law.

 

The WEC unanimously approved the aforementioned recommendations.

 

6.     Crosswalk on “L” street near sheriff’s station:

The committee recommended to proceed with the formal process of having the City of Los Angeles to place a pedestrian crosswalk on “L” street, west of the bus stop <behind the buses once they stop at the bus stop> and east of the “L” parking lot entrance.   The crosswalk will allow students to cross “L” street near the sheriff’s substation and the entrance/exit of the City of Los Angeles parking lot.

7.     Stop signs on Figueroa/”L” street and about campus roadways:

Tabled.

8.     Graffiti on campus:

The committee has received several inquiries about the increase of graffiti on campus.

·        The facilities department was commended for their fast responses, sometimes hourly to clean, and/or re-paint wall and door surfaces.   Deputy Wilkie stated that he and his staff will respond whenever graffiti is reported on campus, and that they photograph all graffiti left on campus.   VP McNeel reported that the Wilmington Neighborhood Council works with the LAPD on prosecuting graffiti offenders.   VP McNeel and Deputy Wilkie will meet next week to include LAHC in the prosecutor’s programs in Wilmington.
